Commercial insurance, including employer-sponsored benefits, remained the largest segment of the managed lives market. But government programs were the fastest growing – Medicaid due to expansion under the Affordable Care Act (ACA, also called Obamacare), and Medicare because of population aging.
Between 2009 and the close of 2016, the number of people enrolled in managed Medicaid plans increased by 87% while commercial managed care plan enrollment increased by just 5% in the same period.
